It may be different for Euro models, but I believe pressing it the second time turns off the interior motion sensor. It is enabled on the first press.
You can easily test by leaving the windows rolled down when you lock the car. First, stick your hand into the open window and it should trip the motion sensor, then the alarm. Also, you can open the door from the interior handle after arming the alarm with the windows rolled down.
It sounds to me like you may not have an alarm, though. If you hear no beeps or chirps when you lock and unlock it. The lights can be programmed to flash without an alarm installed.

It has been shown that the system can be programmed completely with everything but the siren, motion sensor and tilt sensor installed. Installing these components will instantly give you the full system. Further, it can even be programmed with the chirp disabled for silent arming/disarming. Do what CaveDweller has suggested to trigger the alarm to see what you have.
I wonder if a system programmed all the way without the siren/sensor hardware installed will set off a "silent" alarm if you open the door after arming? That is, the lights will flash etc. but of course no siren? I will have to try this as mine seems fully programmed, but no hardware.
