A/C question

Something I thought of that seems strange.. My outside thermometer on my car has been giving some funny readings. It shows +122 degrees (when it has really only been 100 or so outside and reading accurately prior to the other day). Yesterday, I went through a rain shower that cooled things off and it read -40 degrees and the a/c refused to pump cold air. This morning, it is reading 122 degrees again and the a/c is blowing cold again.. Is the outside thermometer somehow tied to the a/c so that is won't allow cold air to blow if it is reading a cold outside temp (like -40 degree)? Where outside the car is the thermometer located (2002 330i)?
I do plan to take it in and have this looked at, but I'd like to better understand this if there is any logic to what I'm asking.
