Angel Eyes Kit

Can someone explain how the angel eye kits work? I know that you have to drill a hole but thats it. i'd like to know what are they connected to, do they just sit loose in the light housing, are they automaticaly on all the time...

I found this to be a fun DIY, but count on spending the better part of a day (not "two hours") if you've never done anything like this before...
