can't get signature to work

I tried to edit signature under User CP and linked to photo on net, but it doesn't work. Any suggestions?

Photo Shop program. I am one of the least PhotoShop savvy people here but I can do a few things. I have the Elements version and paid something like 75.00 for the program.
