Can't manually close conv. top on 328i

My convertible top on my 1999 328i has once again failed to close automatically, so I decided to try to manually close it. The manual tells me to put the ignition key in position 1 (although I haven't found a definition of position 1) and then pull the handle under the left rear seat until I hear 2 audible clicks. I get 1 click sometimes, but no clicks most times and the top cover is still locked in place.

Any ideas on what I'm doing wrong?

mine has a button that you push down with this tool located under the backseat console that unlocks the top...........and nothing about the key being in position 1........so I guess I am no help...........
