car will not go above 2000 rmp

Could this be a bad fuel filter and does anyone know where it is located.
Thi shappened a few weeks ago after going through a puddle of water, then it stopped. It rained hard here 4 days ago, I did not drive the car for the last 2 days thinking it would dry out. However i could not get above 2300 rmp.
HELP
