Exhaust Problem. Catalytic Converter removal??

Hi,
My car's exhaust started to sound like a $hit!! . It seems like I have a trash muffler on...
And whenever I rev it up and let the throttle on neutral, a blue smoke is coming out.. I am not sure what is the problem, is it catalytic converter clogged or the muffler??? None of them seem to have holes on them, although my muffler seems to be pretty rusted(the end of pipe coming out of it is falling apart). Anybody has any idea?
Has anybody had their catalytic converter removed? Is it expensive?
I run a Exxon premium gas in my car, and I don't see much difference in the car's oil level, so I don't think that the engine burns oil as a cause of the smoke.....
One more thing, I saw a pretty cheap muffler from cat. to back on taylorautomotive, but my car's muffler is hanged in a $hitty way, and I don't know how it should be properly hanged, even though they sell a hanging kit in there too. Does anybody have a good sketch/photo of the exhaust's muffler part???

blue smoke means your burning oil...........its not your exhaust, so root around your seals and check your level everyday and see if you notice any change..
