Just checked my 2001 e46 and it's there, pretty easy to spot. Is the plug there? maybe just missing the light itself.

E46s have them. Archang's pic is perfect. The problem is that for some reason, people like to steal them out of cars. Usually at a dealership. You should check if picking up your car. Not sure why they steal em cuz you need a BMW to charge it. Plus, the flashlight is weak. It dies after about 5 minutes and even when it's fully powered, doesn't really emit enough light to do anything beyond glance at a map. I keep a LED flashlight in my car in case I breakdown and need some real light.

I'll post up a pic of just the plug itself, tomorrow. Before I knew about that flashlight, I went and got a nice sized Mag light, its kinda big, so I keep it where the spare tire is. Maybe I'll put some type of a mount under the driver side dash, but I'm thinking that that might get in the way. If its not in you car, not biggie really, you might want to consider making it as an alternate power source, like for an ipod or something.

Could be US specific, or just that Australia doesn't get it. Kinda weird though. They usually take things out for the US market, not leave them in.
