I have an 04 330 CIC and with the top down at highway speeds, The rear seatbelts flap around quite a bit and make a lot of noise. Does anyone have a remedy for this?

Actually, there are two clips in the back designed expressly for the purpose of keeping the seatbelts from flapping in the wind. I leave mine clipped. Sometimes, if someone has been in the back seat, I forget to re-clip the belt then run into the flapping issue on the highway.

Lol. Unfortunately, 4-seater convertibles are usually quite windy in the back. The clips will do the trick. The windscreen is a good idea, but will only reduce wind for the driver and front passenger. The rear passengers are still on their own with the wind...

Actually, you can't use the windscreen _and_ have rear seat passengers at the same time. The screen mechanism covers the rear seats.
