My OBC always goes back to temp when I start the car, and it says -22 degrees F. I find this extremely hard to believe considering where I live, and wanted to know if there is any way that I can set the temperature, or where the sensor would be to get replaced.

Sounds like your sensor crapped out on you. It's going to temp automatically when you start the car because below 38 degrees, it automatically switches to the temp display, dings at you, and the Farenheit symbol flashes to warn you of possible icy road conditions. On my car, the temp sensor is underneath the car up behind the air dam above the plastic front engine cover.

But he lives in Las Vegas, NV... I seriously doubt he's getting below 38.

That's my point. The sensor either crapped out or somehow got disconnected. When the ambient air sensors crap out in these cars, they display the lowest possible temp reading that the OBC will display - -22 degrees F. So, the car is dinging and displaying the temp and things because the OBC thinks it's below 38 degrees outside, even though it isn't.
