A buddy of mine is working on my car doing the cooling system. I mentioned the timing belt and he said it would cost some serious money to redo mine, like $1000. Does that sound reasonable? its a 92 325i.

I was also thinking of doing pulleys, and a chip, anyone have any advice where i can pick some up and how much HP can i acheive?

Your 325 doesn't have a timing belt, it has a timing chain. Under normal circumstances, the only thing that might need maintenance is the chain tensioner assembly. But if it's running OK and not making any noise, no reason to touch it.

www.UUCMotorWerks.com has underdrive pulleys, and some very interesting FAQs you should read about the pros and cons of underdrive pulleys, especially on the alternator and crank. They also have Dyno results.
