Under some circumstances stainless will rust red (iron oxide), especially when exposed to certain chemicals. Chlorine is REALLY bad for stainless. It can rust due to bad cleaning practices (DON'T use a chlorinated cleaner! How many people use Comet on their stainless in the kitchen??) or poor quality stainless. First, I would call Dinan and ask them what they think.
Stainless actually
has a natural coat of "rust" - chrome oxide. You can restore this using a process called "passivation", using nitric and hydrochloric acids. We do this in my line of work - this is a standard practice for new equipment and sanitary tubing in the food industry.
