Starter Dilemma

My 2000 E46 328Ci recently would not turnover to start. The clutch lockout switch tested OK and there was plenty of battery power. I suspected a defective starter and removed it and had it rebuilt. After reinstalling, the same condition existed. The solenoid open and closes quite audibly, but the starter motor does not turn. Any thoughts???
