I think you need to be clear on the differences between packages.
There is an M Sport Package, which is basically just trim on the Sport Package. The M Performance Edition actually increases performance. The M Performance Edition is also known informally as the ZHP, or simply Performance Package. Do some searches on this site for more information on that model. If performance is what you want then get the ZHP.

A 328i has 193HP. A standard 330i has 225HP.
The ZHP has 235HP. Note that that extra 10HP may sound deceiving. The car has more going for it than just 10HP. It goes 0-60 about half a second faster than a regular 330i.

I also believe that, at least in Canada, the ZHP is rare and is something to get if you can. It was only available for about 18 months.

BTW, there is no such thing as an M3 Package. Maybe you're thinking of the ZHP.

I just read in a thread that the ZHP was an american only package? is that true? I dont really want to buy a car if it has been brought in from another country.

It is in Canada too. It is called Performance Package in the US, and M Performance Edition in Canada.

Believe me...I have one. And no, I won't sell it to you :)

Right now you can only get a new one in the coupe (or convertable), since the sedan has changed to the new design, and there's no ZHP (yet).

There are a few differences between the US and Canadian model:
US:
Power seats are std.
You get the red-needle gauges

Canada:
You get the stock 330i gauges - but you still can rev it to 6800.
Xenon lights are std.
