What purpose does it serve, and is it necessary?

I had to take it off and can't get it back on.

Yes, you should get it back on. It serves several purposes:
- keeps water, etc. out of the engine compartment
- affects engine cooling
- affects aerodynamics, ie fuel mileage

Like Kirby said above and most importantly, it protects the engine bay for any road hazzard.

Nope, just aerodynamics, cooling and protection. Nothing more, but very important!
