Tire Size

I want to increase my tire size getting away from low profile tires. I suspect I have to maintain the total height as is by using larger tires and smaller wheels. Does this make sense?

The reason is excessive and unavoidable potholes.

Yes you are correct, if you want more side wall reduce your rim size. You are on the right track.
