Only happens when cold during the initial engagement. Dealer says likely to be the way the way that the torque converter works when cold. So you are saying that if you take it from 800 to say 1000 rpm that there is a definite increase in speed? That is interesting.
BMW documents do not distinguish between cold, frigid, tepid, luke warm or even blistering HOT. Cold start is understood by reasonable people to mean starting a vehicle after it has been at rest, similar to parking the automobile overnight. This is not in dispute. The Park to Drive to Reverse scenario is also understood by same to mean most people pull INTO their parking area and must go from P to R to D to the next time they use the vehicle.

There are many postings from "warm climate" areas that confirm the presence of the steptronic defect.

Fair point. You are right. There have been people that have been victims in warmer climates. I guess what I am saying is that it is exacerbated by the cold weather and by a coldstart.

Surely you meant "BMW Document", not plural, since the only thing you've ever quoted to my knowledge is the TSB document. Now, from someone who actually OWNS A CAR WITH A SLIPTRONIC, I can tell you that the problem was most certainly worse with lower ambient temps. We had temp swings of between 10 degrees and 40+ degrees Farenheit in my town while I was experiencing the slip problem (before I got it fixed), and it was definitely more prominent when the temps were lower. The slip lasted longer upon the initial D engagement than it did when it was warmer. I'd guess it was 10-15 seconds as opposed to 5-10 seconds when it was in the 40's.
