DME is Digital Motor Electronics. In other words, it is the CPU that controls the engine and many of the other functions of the car. It doesn't just affect your cold start, it makes all the decisions about cold start. Undoubtedly, based on engine temperature, it will adjust timing, etc. to deal with a cold start.
The dealer told me (during my Steptronic woes) that the DME tells the transmission when to shift, and that the shift points are at a higher RPM when cold to prevent stalling, stumbling, etc. I watched the tach one day and this is indeed true.
On most fuel injected cars, I assume BMW as well, there is a check valve in the fuel line to prevent fuel leaking back so you have fuel on startup to prevent the situation you describe. Don't know if your situation is normal or not. I can't really say that I have noticed this on mine.
