2000 323i, mixed driving (city/backroads, no highway really), I get 22-23 mpg. I've yet to really take her on a road trip to see what sort of milage I get. I have a manual(supposed to be better on gas consumption?), and certainly don't drive to conserve fuel, by any means.

Your transmission can impact your gas consumption, and yes 3.0l's get the same milage basically.

Fuel Consumption - 325i sedan
5-speed manual transmission - City 20 mpg
5-speed manual transmission - Highway 29 mpg
5-speed automatic transmission - City 19 mpg
5-speed automatic transmission - Highway 27 mpg
Sequential Manual Gearbox (SMG) - City 21 mpg
Sequential Manual Gearbox (SMG) - Highway 30 mpg

Fuel Consumption - 330i sedan
6-speed manual transmission - City 20 mpg
6-speed manual transmission - Highway 30 mpg
5-speed automatic transmission - City 19 mpg
5-speed automatic transmission - Highway 27 mpg
Sequential Manual Gearbox (SMG) - City 20 mpg
Sequential Manual Gearbox (SMG) - Highway 29 mpg

Since you're in NYC, I'm not really surprised that you get such bad gas mileage in the city. Try resetting your OBC to clear the MPG average. It could be that you drove the car in the city a lot when you first got it, and it would take a really extended amount of time on the highway for the average to even out. Clear the OBC next time before you get on the highway and see what that gets you. If you're still under 20, I'd definitely take the car to the dealer.
I reset it at every fillup.... The highway gets me over 24 but the city doesn't. I'd say on my last big trip I got 371 miles on 14.5 gallons strictly highway. Crusing 75-80.
